According to an e-mail sent Friday to all college staff, Dean of Public Safety Joseph Santoro – former police chief of Monrovia – expressed concern over the heads of colleges repeatedly refused to specify the violation test was not discovered by state investigators, but self-reported by Professor Leslie Kelly.
